R.Kelekhsaev was born in Bolkovsky, Kalmykia. He graduated from North Ossetian State University, specializing in Law.  

Rustem Kelekhsaev was elected Member of the North Osseetian perliament heading the National policy committee.  

Presently he is a Minister of Sports and Youth Policy of the Republic of North Ossetia - Alania.
